Advocating and Localizing the Millennium Development Goals In line with the national government’s thrust to localize the MDGs, Region I through the initiative of the RDC in collaboration with the LMP Ilocos Chapters, NGOs/private sectors and the academe, undertook several significant strides in terms of policies, institutional arrangements, practices and tools to advocate and implement programs/projects/options to attain the MDG targets for the region and the country. Among the policy development that supports MDG advocacy and localization in the region are the following: ü RDC Resolution No. 18, s. 2004 – Enjoining Support to the Localization of the MDG and the Celebration of the 10th Anniversary of the International Conference on Population and Development ü RDC ExCom Resolution No. 16, s. 2005 – Approving the Conduct of Social Development Conference with the Theme: MDG LGU’s Roadmap to Progress and Development ü RDC Resolution No. 48, s. 2006 – Supporting the Localization of the Millennium Development Goals (MDG) and Approving the Region I MDG Targets Advocacy milestones, on the other hand, started with the conduct of the Social Development Conference which was primarily a reawakening strategy for Local Chief Executives (LCEs) to identify their roles in aggressively pursuing poverty reduction/ social development within the framework of MDG. The output of the activity was the Covenant on Social Development wherein the LCEs indicated their support and commitment to the MDG. The action planning activities followed. The LGUs prepared their respective actions as well as determined their targets for each goal. Corollary to this, the RLAs were likewise urged to prepare their action plans to support the attainment of the MDG targets for the region.
