FUNCTIONS Region I Health Research and Development Committee was revitalized in 1999 and became fully operational in 2000. The Committee was established to link together health researchers and institutions to facilitate health research activities attuned to local and regional health needs. R1HRDC also assists the PCHRD to establish mechanisms that would strengthen health research capabilities, and encourage resource sharing between and among institutions in region I. Specifically, the R1HRDC shall: 1. identify priority regional health problems worth researching; 2. identify and implement priority research programs and projects and targeting identified priority problems; 3. establish mechanisms for human resource research capability strengthening; 4. provide mechanisms for coordinating R & D activities in the region; 5. encourage resource sharing among institutions of mutual development; 6. develop strategies to promote utilization of research results in the region; and 7. develop mechanisms and implement strategies to ensure long-term viability of the committee. ORGANIZATION AND MANAGEMENT Structure The overall structure of the R1HRDC is illustrated as follows: The PHRDC and RHRDC The R1HRDC was set up primarily to assist the PCHRD manage and coordinate health-related research activities in the region. In due time, it will be strengthened both financially and functionally as a self-functioning unit, although maintaining critical links with the PCHRD. In the medium-term, its role is basically promotive, i.e., where there is as yet minimal R&D activities, the R1HRDC shall endeavor to encourage, enhance and facilitate R&D engagement. Over the long haul when R&D capabilities would have been established, the role of the R1HRDC is to coordinate R&D activities and enhance utilization of R&D outputs. Structure of the R1HRDC The Committee consists of the following, namely, Management Sub-Committtee, Research and Development Sub-Committee, Human Resource and Development Sub-Committee, Ethics and Review Sub-Committee and Research Information, Utilization Sub-Committee. It also has an Advisory Council consisting of all heads of concerned institutions and maintains critical link with the Regional Development Council particularly its Social Development and Regional Research & Development Committees. The Secretariat is exercised jointly by the University of Northern Philippines (UNP) with functions focused on administrative and support services, and DOST handling financial matters.
