2008 RDC Monitoring Plan
EXECUTIVE SUMMARY
The 2008 RDC Project Monitoring Plan includes 4 project types, namely, the projects supporting the Annual Regional Development Plan (ARDP), special/multi year projects, gender and development (GAD) related projects funded out of the 5% agency budget as per RA 7192 and projects supportive of the millennium development goals (MDG). The projects contained in the Monitoring Plan are expected to significantly contribute to the development thrusts and priorities of the region.
For the year, the Regional Project Monitoring Committee (RPMC) will monitor 503 projects. This is broken down into 288 ARDP projects, 7 special/multi year projects, 128 GAD projects and 80 MDG projects.
Annual Regional Development Plan (ARDP)
The 288 projects covering the sectors on economic development, social services, infrastructure and development administration were enrolled by 23 key implementing agencies. The economic projects got the biggest share of 176 projects followed by the infrastructure sector with 72 projects, social services – 39 projects and development administration – 1 project.
Approximately P 1.877 Billion have been programmed for the 288 projects. The biggest allocation goes to infrastructure projects amounting to P 1.458 Billion or 77.7% of the total, followed by the economic projects amounting to P 263.77 Million or 14%. The remaining 8% of the total budget are shared by social and dev ad projects.
In terms of funding source, 276 are funded by the national government costing P1 Billion and the remaining 12 projects are funded by foreign-assistance which requires P 876.60 Million.(Click to see graph)
Special / Multi-year Projects
Seven (7) special / multi-year projects are included in the monitoring plan as follows:
- Agno River Flood Control Project, Phase II
- CP 1: Bayambang Stretch and Floodway
- CP 2: Guide Channel to Bayambang Stretch
- CP 3: Social Development Component for Poponto Retarding Basin
- Laoag River Flood Control and Sabo Project
- CP 1: Sabo Dam and Fan Apex River Improvement Works
- CP 2: Laoag-Bongo and Alluvial Fan River Improvement Works
- Banaoang Pump Irrigation Project
- Agno River Integrated Irrigation Project
Gender and Development (GAD) Projects
Projects supportive of gender and development concerns are funded under the 5% Gender and Development Budget mandated per RA 7192. Nine regional line agencies, 3 Local Government Units (LGUs) and 2 State Colleges and Universities (SCUs) submitted GAD projects to be monitored during the year. There were 80 projects with cost requirements of P39.23 Million enrolled this year.(Click to see graph)
Millennium Development Goals (MDG) Projects
The MDG projects intend to contribute to the attainment of the targets set for each of the eight (8) MDGs in the region. A total of 128 projects have been committed by 3 regional line agencies, 3 local government units and 2 state colleges and universities. The enrolled projects require a total of P 224.50 Million budget.(Click to see graph)
